Are these rotors good or bad?

Before you install it be sure to clean it and change the oil in it. it is cheap insurance. you can get the oil in a kit from magnusson. That is the company that rebuilds all of eatons SC's

I was told these don't look good. Due to strachting and those look like burns marks.

Anyone have any comments?

Depending on how deep the scratches are on the leading edges of the lobes... this could be bad... but it doesn't appear to be by looking at the photos.
The dark spots do not appear to be "burns" at all... most likely oil/fuel deposits. They will probably clean up with some solvent.
